Election campaign calling
Bulk Voice Call for Election Campaigns That Stay Compliant
A bulk voice call for election outreach lets a campaign team speak to voters, volunteers and supporters in their own language, at scale, with a message that has been approved before it goes out. Troika Tech runs these campaigns as a fully managed service, from script and MCMC paperwork support to calling windows, recordings and reports. We help you reach people lawfully and clearly; we never promise votes, and nobody honest can.
What time is the ward meeting on Sunday, and where exactly is it being held?
It starts at 6 pm at the community hall near the ward office. Shall I note you will attend?
The challenge
Why election calling goes wrong so often
- 1Uncertified messagesA voice message that goes out before MCMC pre-certification can lead to notices, complaints and wasted spend.
- 2Bad or bought listsContact lists of unknown origin reach the wrong wards, annoy citizens and create data protection risk.
- 3One-way noiseRecorded messages that cannot answer a single question leave voters with nothing to act on.
- 4Poor timingCalls at night, during the silence period or after counting begins damage trust and may break the rules.
Every campaign wants to reach more people than its volunteers can visit. A bulk voice call for election work looks simple on paper: record a message, upload numbers, press start. In practice, the campaigns that get value from it treat calling as a regulated channel with its own approvals, timings and accounting.
In India, a political voice message is treated much like a political advertisement. During elections it needs pre-certification from the Election Commission of India's Media Certification and Monitoring Committee (MCMC) at the district or state level, the Model Code of Conduct applies from the day elections are announced, and the money spent on calls counts towards the candidate's election expenditure.
On top of election law sit telecom and privacy rules. TRAI's regulations limit promotional calling hours to 9 am to 9 pm and expect consent and respect for the DND register, while the Digital Personal Data Protection Act, 2023 expects contact lists and recordings to be handled for a lawful purpose and with care.
Troika Tech's role is to make the calling part work properly inside those rules. We plan the conversation, configure our AI voice agent in the languages your voters speak, run the calls, and give your team recordings and reports. Approvals, the content of the message and the campaign's legal responsibility stay with the candidate and the party, as they should.
01
What a bulk voice call for election campaigns can do
Election calling is not one thing. A municipal ward candidate, an assembly campaign and a Lok Sabha campaign all use the phone differently, but the call types are broadly the same. The point is to choose the right type for each stage and each audience, rather than blasting the same recording at everyone.
Our calls can work in two modes. The first is a fixed, approved message played to each person who answers, much like a voice broadcast. The second is a two-way AI voice call, where the agent delivers the approved message and then handles simple, pre-approved questions, collects a detail, or transfers the caller to a human on the campaign team.
- Candidate voice-message calls: a short, certified message in the candidate's own recorded voice introducing themselves and their priorities for the ward or constituency.
- Rally and event invitations: date, time and venue of a public meeting, a padyatra or a ward-level sabha, with the option to confirm attendance.
- Volunteer mobilisation: calls to registered volunteers about shifts, booth duties, training sessions and material pickup.
- Information calls: where the ward office is, how to reach the candidate's team, which helpline to call.
- Feedback and survey calls: short questions on local issues such as water supply, roads or drainage, answered by keypress or voice.
- Grievance intake: citizens describe a civic problem, the agent records the details, and the team follows up.
02
AI voice calls in local languages that can answer simple questions
A recorded message ends when it ends. If a voter wants to know where the rally is, or how to reach the ward office, a one-way call cannot help. A two-way AI voice call can. Our agent speaks Hindi, Marathi, English, Gujarati and more, across 9+ Indian languages, so a campaign in a mixed city ward can call each household in the language it is most comfortable with.
The agent only answers what the campaign has approved. Before launch we build a short list of supported questions and answers with your team: rally time and venue, ward office address and hours, the campaign helpline, how to volunteer, and how to register a civic complaint. Anything outside that list, including questions about rivals, policy debates or personal matters, is politely declined and offered a callback or a live transfer to a human.
This matters for compliance as much as for experience. Because the conversational content is fixed in advance, it can be included in the material you submit for MCMC review, and the agent cannot improvise claims nobody approved.
- Answers only pre-approved questions; declines everything else politely.
- Collects simple details, for example a volunteer's preferred booth area or a grievance description.
- Live-transfers interested callers to your campaign office during staffed hours.
- Records every call so your team can review what was said.
03
MCMC pre-certification: get the voice message approved first
During elections, the Election Commission of India requires political advertisements on electronic media, including bulk voice messages and recorded calls, to be pre-certified by the Media Certification and Monitoring Committee. The candidate or party applies to the MCMC with the script and the recording, and calls should only go out once certification is granted. The rules and forms are set by the Commission and the relevant state election authority, so your campaign's legal advisers should confirm exactly what applies to your election.
For a fixed voice message, the certified recording is what we play, unchanged. For two-way AI calls, the full script, the list of supported questions and answers and the voice used should be part of what is submitted. If the message changes, even by a line, treat it as new material that needs certification again.
Troika Tech helps on the practical side: we prepare a clean transcript, export the audio files, and give you a written description of how the call flows so your team can file it. We do not file on your behalf, we do not advise on legal questions, and we will not start a political campaign without the certificate in hand.
- Finalise script and audio before applying, not after.
- Submit the exact files that will be used on the calls.
- Keep a copy of the certificate with the campaign records.
- Re-certify whenever wording, voice or answers change.
04
Model Code of Conduct, silence period and expenditure
The Model Code of Conduct applies from the day the election is announced until results are declared. It shapes what campaign messages may say and how government resources may be used. In calling terms, that means no appeals on the basis of caste or religion, no personal attacks on the private lives of other candidates, no unverified allegations and no misinformation about the voting process. Our scripts are written to stay factual, positive and specific to the candidate's own work and plans.
Section 126 of the Representation of the People Act, 1951 sets a silence period of 48 hours ending with the close of poll, during which election matter must not be displayed on electronic media. We treat this as a hard stop for campaign calls. Campaign calling is scheduled to end before the silence period starts, and no election matter goes out during it. Any polling-day information call, such as a booth reminder to registered volunteers, should be planned with your legal advisers well ahead and, if permitted at all, run before the silence period begins.
Calls cost money, and that money counts towards the candidate's election expenditure. Because our billing is in calling credits where 1 credit equals 1 second of usage, billed per second and never rounded up to a full minute, every campaign gets usage reports that your accounts team can use when maintaining expenditure records. We provide a written quotation and invoices subject to GST; your team is responsible for showing them correctly in the accounts filed with the election authorities.
05
TRAI calling hours, consent and lawful contact lists
Election calls still travel on telecom networks, so TRAI's Telecom Commercial Communications Customer Preference Regulations, 2018 are part of the picture. We keep promotional-style calling between 9 am and 9 pm, run campaigns from a dedicated virtual number (DID) that is required for every campaign, and respect DND preferences where they apply. Many campaigns choose to keep a tighter window, for example avoiding early mornings and late evenings entirely.
The contact list is where most campaigns take risks without realising it. Lists bought from unknown sources, scraped numbers and old databases collected for a different purpose can break the Digital Personal Data Protection Act, 2023, generate complaints and simply waste credits on wrong numbers. We work only with lists the campaign is lawfully entitled to use, such as supporters and volunteers who opted in, people who signed up at events or through the campaign's own website, and citizens who previously called the office with a grievance and agreed to be contacted.
Every call should give a simple way to opt out, and opt-outs should be honoured across all later rounds. We keep recordings and lists only for the agreed purpose and period, and hand them back or delete them on request.
- Calling only between 9 am and 9 pm, often narrower by choice.
- Opted-in or otherwise lawful lists only; no bought databases.
- Clear opt-out on every call, honoured in later rounds.
- Recordings and data handled for the stated purpose only.
06
No impersonation, no deepfakes, no misinformation
AI voices make it technically easy to imitate anyone. We do not. Our AI voice agent introduces itself clearly as calling on behalf of the candidate's campaign, and it does not pretend to be the candidate, an official, a government department or the Election Commission.
We will not create or play a synthetic voice of a real leader, celebrity or public figure without their documented consent, and we will not create one of a rival under any circumstances. Where a candidate wants their own voice on a message, the simplest and cleanest route is a real recording by the candidate, certified as it is.
Content rules are equally strict. We decline scripts containing misinformation about voting dates, booth locations or eligibility, personal attacks, communal appeals, threats, inducements, or any statement that the campaign cannot back up. These lines protect voters, they protect the candidate, and they protect the integrity of the channel for everyone who uses it honestly.
07
A phase-wise bulk voice call for election plan
Calling works best when it follows the campaign calendar rather than one big burst. Here is a typical plan from before announcement to counting day. Dates depend on the Election Commission's schedule for your election, and every step that carries election matter assumes certification is in place where required.
- Pre-announcement: build lawful lists from events, sign-ups and grievance calls; run feedback and survey calls on local issues; set up grievance intake so citizens can report civic problems.
- Announcement and Model Code of Conduct: freeze scripts, prepare transcripts and audio, apply for MCMC pre-certification, and agree calling windows and budgets with the accounts team.
- Nomination and early campaign: candidate introduction message, volunteer registration and mobilisation calls, invitations to ward meetings in each local language.
- Peak campaign: rally and event invitations with attendance confirmation, information calls about the campaign office and helpline, short follow-up rounds to people who did not answer earlier.
- Before the silence period: final certified message rounds and volunteer briefings, all scheduled to finish before the 48-hour period starts.
- Silence period and poll day: no campaign calls carrying election matter; only internal coordination planned with legal advice.
- Counting day and after: no campaign calls until results are declared; afterwards, thank-you and grievance follow-up calls in line with local rules and consent.

Municipal, assembly and Lok Sabha: scaling the same approach
A municipal ward election is intensely local. In a Mumbai BMC ward, for example, voters care about the drain on their street, the water timing in their building and the nearest ward office. Calls here should be short, in the household's language, and focused on reachable actions: come to the ward sabha, call the helpline, register your complaint.
Assembly campaigns cover many wards and often several languages. The same scripts are split by area, the AI agent switches language per list, and volunteer mobilisation becomes a bigger share of the calling as booth-level work grows.
Lok Sabha campaigns are larger again, and the challenge becomes coordination: several assembly segments, many local teams and many event schedules. Volume pricing helps here. Our tiers start at Starter up to 10,00,000 credits and move through Growth, Business at 50,00,000+ credits and Corporate at 2,00,00,000+ credits, with lower per-second rates at higher volumes. The exact rates come in a written quotation, and recharge validity defaults to 30 days unless the quotation says otherwise, so plan purchases around the campaign calendar.
Whatever the size, be realistic. Many people will not pick up, some numbers will be wrong, and a weak list wastes money at any scale. Calling supports the ground campaign; it does not replace it.

Choosing tools and partners for election calling
If you are comparing vendors, our page on choosing a bulk calling company covers what to ask any partner. For a broader look at call types beyond elections, see our bulk voice call service provider page. Campaign teams who want to watch results live can read about the bulk calling app, which is a web dashboard used in a browser, and technical staff can look at bulk calling software for features and data handling.
For election work specifically, ask any provider four questions: will they refuse to call without certification, will they refuse cloned voices of real people, how do they stop calls during the silence period, and what usage records will they give your accounts team. If the answers are vague, look elsewhere.

FAQ
Bulk Voice Call for Election: common questions
Need a quick answer? Call or WhatsApp +91 98674 33544.
Do election voice calls need MCMC pre-certification?
During elections, the Election Commission of India treats bulk voice messages and recorded political calls as political advertising on electronic media, which needs pre-certification from the Media Certification and Monitoring Committee. The candidate or party applies with the script and audio. We prepare transcripts and audio files to support that application, but we do not file it for you or give legal advice, and we do not start political calls until your team shares the certificate.
Can we call during the 48-hour silence period?
No campaign calls carrying election matter go out during the silence period. Section 126 of the Representation of the People Act, 1951 bars election matter on electronic media for the 48 hours ending with the close of poll, and we treat it as a hard stop. We schedule final rounds to finish before it begins. Any internal coordination during that time should be planned with your legal advisers well in advance.
Will bulk voice calls win us votes?
No one can honestly promise that, and we do not. Calls help a campaign inform people about the candidate, invite them to events, organise volunteers and collect feedback or grievances. Many people will not pick up, and results depend on your candidate, your ground work and your list. Think of calling as a support for the campaign, not a substitute for it.
Can the AI agent speak in the candidate's voice?
The cleanest route is a real recording by the candidate, certified and played as it is. We do not clone the voice of any real leader or public figure without their documented consent, and we never create a voice of a rival. Our AI voice agent introduces itself as calling on behalf of the campaign and does not pretend to be the candidate or any official.
Which contact lists can we use?
Use lists your campaign is lawfully entitled to use: supporters and volunteers who opted in, people who signed up at events or on your website, and citizens who contacted your office and agreed to be called back. Avoid bought or scraped databases. They create risk under the Digital Personal Data Protection Act, 2023, attract complaints and waste credits on wrong or unwilling numbers.
What can the AI agent answer on a call?
Only what your team approves before launch. Typical answers cover rally or meeting time and venue, ward office address and hours, the campaign helpline, how to volunteer and how to register a civic complaint. Questions about rivals, policy debates or anything off the list are declined politely, with a callback or a live transfer to your office offered instead. The full question list can be included in your certification material.
How is election calling billed?
We use calling credits, where 1 credit equals 1 second of usage, billed per second and never rounded up to a full minute. Volume tiers range from Starter up to 10,00,000 credits to Corporate at 2,00,00,000+ credits, with lower per-second rates at higher volumes. Exact rates come in a written quotation, prices are subject to GST, and recharge validity defaults to 30 days unless quoted otherwise.
Does call spending count as election expenditure?
Yes. Money spent on voice calls during the campaign counts towards the candidate's election expenditure. We provide a written quotation, GST invoices and per-second usage reports from the dashboard, which your accounts team can use when maintaining expenditure records. Showing these costs correctly in the accounts filed with the election authorities remains the campaign's responsibility, so involve your accountant from the start.
Can this work for municipal, assembly and Lok Sabha elections?
Yes. The approach is the same; the scale and number of languages change. A municipal ward campaign, for example in a Mumbai BMC ward, needs short local calls. Assembly and Lok Sabha campaigns split lists by area and language and lean more on volunteer mobilisation. We work with campaigns across India from our Mumbai office at Mira Road East, and you can start with a live demo call.
How do we get started?
Call or WhatsApp +91 98674 33544, call +91 90761 71741, or email info@troikatech.in. We begin with a live demo call so your team hears the AI agent in your language, then agree call types, lists and the campaign calendar. A test run may be possible depending on the use case. A dedicated virtual number is required, and integrations such as CRM or WhatsApp are reviewed and quoted separately.
